Brief Background to the Local Resilience Forum

Disasters can strike suddenly, at any time and anywhere.

Many agencies have a part in dealing with such disasters and their aftermath. The effectiveness of the total response to such incidents will depend on how well the emergency services, local authorities and other agencies, together with central government have co-ordinated their planning and preparations, and exercised their procedures and emergency arrangements.

The Gwent Local Resilience Forum (GLRF) was established in October 2004, as a requirement of the Civil Contingencies Act 2004. The group had been operating since 1994 as the Gwent Authorities Emergency Planning and Liaison Group (SILVER & GOLD Groups). The original groups were established in recognition of the need for integrated emergency management procedures.

These Groups provided a forum for the co-ordination of a multi-agency response to planning for, and dealing with, major emergencies in Gwent. With the implementation of the Civil Contingencies Act 2004 minor changes were made to the original structure and its working sub-groups. This enabled a fairly smooth transformation to the structure we now recognise as the LRF Groups we operate today.

 

The composition of the LRF Group is: -

Blaenau Gwent County Borough Council

Caerphilly County Borough Council

Torfaen County Borough Council

Environment Agency Wales

Maritime and Coastguard Agency

Military

Welsh Assembly Government

 

Category 2 responders can be co-opted to attend meetings as required thus providing expertise in their particular field.

This Group meets quarterly, although meetings can be held more frequently if necessary.

Representatives from the GLRF also represent Gwent at the Wales Resilience Forum (WRF) chaired by the Welsh Assembly Government First Minister. 
There is also a Wales Resilience Team (WRT), based at the Welsh Assembly Government in Cardiff. This team deal with regional issues and have set up liaison between central government and local area responders.

To assist in its working the GLRF has a lower tier Co-ordination Group chaired by the Chief Executive of Blaenau Gwent County Borough Council, Mr David Waggett. This Group has members from multi agency organisations, emergency planning officers who are trained experienced individuals skilled in emergency / civil contingency planning.

In addition these members contribute to a number of sub-groups that report back to the Co-ordination Group on work in progress. These groups can also call on other emergency planning practitioners and persons with expertise in various fields from a country wide base.
